（中央社記者張榮祥台南25日電）站在「艱辛的 2015年」大螢幕下，台南市政府秘書長陳美伶今天在市長賴清德就職5週年記者會上表示，沒有接受政治迫害，就不能往上爬。
在經歷不進市議會風波及登革熱疫情風暴下，台南市終於快走過2015年，賴清德上午在市府召開就職5週年記者會，台下坐滿市府主管，市政顧問等，出席記者會的媒體，全被安排在會場的最後方，「以利拍照」。
陳美伶上台暖場，大談市政建設，其中以賴清德不進市議會風波及登革熱疫情最受注目。
賴清德宣布不進市議會200多天期間，遭人告發瀆職，台南地檢署以未釀成災害為由，不起訴賴清德及市府一級主管共28人，陳美伶反諷監察院卻以此彈劾賴清德；面對坐在台下的賴清德，她說，沒有接受政治迫害，就不能往上爬。
對於今年爆發的登革熱疫情，造成全市逾百人死亡，出現2萬2000多例本土性病例，陳美伶說，在市府積極防治下，疫情提前1個半月受到控制，這要歸功於優秀的台南市民及市府團隊。1041225
